some info about ASEAN-SAM in east asia..

According to http://www.hfw.com/ASEAN-liberalisation-open-skies-achieves-full-ratification-May-2016 http://www.aseanbriefing.com/news/2015/01/02/asean-open-skies-policy-implemented-2015.html , ASEAN-SAM now provide 3rd, 4th, 5th freedom but without right to cabotage in ASEAN, with the limitation that Philippines have excluded MNL, Laos have edxcluded LPQ and VTE from airlines from Thai, and Indonesia only opened up a few airports.

Suggestion of implementation of the ASEAN-SAM into the game:

-Start with Yamoussoukro Decision

-Ignore the Laos restriction to Thai airlines as that is too specific

-Ignore restriction on MNL that’s put in place because of slot restriction as said by PH government

-Exclude Indonesia from the agreement as too little of Indonesia have been opened

I've been doing some research into treaties and traffic rights recently. I may be wrong but I think this is exactly why it is not in game. A treaty can only be used if there are no conditions, there is at the moment no way for specific conditions to be included (certain airports etc.) It has to work the same for all airports and airlines involved.

It looks like you've created a way around this but I think its only opening a whole kettle of worms. The threads starting "Indonseia is part of the agreement, certain elements have been ignored, why not Indonesia"

Thats my opinion anyway.
