Credit consumption and account deletion

In order to predict when inactive accounts (zero credits) are deleted:

  1. Are credits charged 24 hours after the holding was created, or is there a specific time that all accounts are charged (ie 0000 UTC)

  2. Accounts with zero credits are deleted after 28 days. Again, does this happen at a specific time?
